Website not creating

I created a new website, and it's just stuck on 'Creating'
it's been doing this for 30 minutes.

What should I do?
Please help.

Oh also, when I go to my website, it says 'Website is active!'

Now, I uploaded my files and it still goes to 'Website is active!'

I went to the install folder and it said 404 Not Found
I go to the FTP client and all my files are there and editable. (not ghost files)

I also cleared my cache and cookies and it still does that. I even deleted the index2.html file but it still shows that page.
