If you are not able to login to the control panel then your account cannot be restored. It's been deleted permanently.
The reason is, that we suspend inactive accounts and delete their contents within 30 days of suspension.
If you want to prevent the deletion of your account, you need to log in to your control panel regularly or your website needs more than 10 monthly visits.
